For Districts & Therapeutic Day Schools
School behavior systems consulting for district leaders Sustainable behavior systems, built on the School-Based
Behavior System
.

A premium consulting partnership for districts and therapeutic day schools. Built on four pillars — Structure, Strategy, Staff, and Sustain — to give your teams the systems, coaching, and leadership rhythm that make behavior support actually work in real classrooms.

BCBA & former Special Education Teacher · Built for K-12 & therapeutic programs · Real-classroom implementation

Who this is for

Districts & programs ready for a real partner.

Every engagement is built around your context. But the patterns we see tend to fall into two camps.

For school districts

You need behavior systems your teams will actually use.

Districts rolling out MTSS, fixing a Tier 3 process that's overwhelming their BCBAs, or building capacity in a behavior team that's stretched thin. You're not looking for one more PD day — you're looking for a partner who can help build systems that hold.

  • Special Education Directors building district-wide behavior systems
  • Student Services Directors trying to reduce escalation rates
  • BCBA supervisors needing expert backup on the hardest cases
  • District behavior teams who need coaching, not just resources
For therapeutic day schools

You need clinical depth without another full-time hire.

Therapeutic programs that need a fractional behavior systems strategist — someone who can support your team without becoming another full-time salary line. Clinical depth, BIP consultation, and leadership-level partnership.

  • Clinical & Program Directors needing strategic behavior consultation
  • Therapeutic programs with rising acuity and staff turnover
  • Day schools building or rebuilding trauma-informed frameworks
  • Teams needing ongoing coaching, observation, & leadership backing

Why most behavior systems quietly fall apart

Three patterns we see in almost every district.

Behavior plans don't fail in design. They fail in implementation — and they fail predictably, in three repeating patterns.

Pattern 01 · Structure

Your MTSS is built. The classrooms tell a different story.

The framework looks good on paper. The flowcharts are in the handbook. But Tier 1 isn't holding, referrals keep climbing, and staff don't trust the process. Most MTSS rollouts don't fail in the design — they fail at the implementation layer that PD days never reach.

Pattern 02 · Staff

You have clinical talent — and they're running on fumes.

Your BCBAs are between buildings, drowning in caseload, writing plans that nobody implements. They don't need another training video. They need expert backup, implementation coaching, and a partner who can build their capacity instead of replacing them.

Pattern 03 · Sustain

You've invested in training. Nothing changes on Monday.

Paraprofessionals sit through PD. Teachers get the slide deck. And classrooms look the same on Monday. The issue is rarely the content — it's the coaching cadence, the leadership rhythm, and the sustainability layer traditional PD never includes.

The Framework

The School-Based Behavior System

Sustainable school behavior support, built on four pillars: Structure · Strategy · Staff · Sustain.

Pillar 01
Structure

Tier 1, environment & MTSS structure.

The foundation every behavior system sits on. Classroom design, referral flows, MTSS structure, and the Tier 1 conditions that determine whether anything else holds.

Pillar 02
Strategy

FBAs, BIPs & targeted interventions.

The plans themselves — FBAs, BIPs, and Tier 2/3 interventions. Designed to be implementable in real classrooms by the staff who actually carry them out.

Pillar 03
Staff

Capacity, coaching & training.

Where most plans collapse — staff capacity. Coaching, training, paraprofessional support, and BCBA mentorship that build the people who build the kids.

Pillar 04
Sustain

Leadership rhythm & sustainability.

The rhythms that keep it from collapsing — monthly leadership calls, feedback loops, accountability cycles, and intentional transfer of ownership to your team.

Every partnership package addresses one or more pillars. Every add-on service maps to a specific pillar. The whole framework gives your team a shared language for the work — and a roadmap for what to build next.

Scope

Let's be clear about what this is.

Premium consulting means clear scope. Districts get a strategic partner — not an on-call crisis BCBA.

✓ What this is
  • Strategic systems consultation
  • Implementation coaching for your team
  • Behavior team mentorship & coaching
  • BIP & FBA review and feedback
  • Professional development & training
  • Leadership collaboration & systems planning
  • Problem-solving difficult cases & complex situations
✗ What this is not
  • Unlimited crisis response or same-day emergencies
  • Direct therapy or student services
  • Acting as a district employee or BCBA of record
  • Managing full student caseloads
  • Expert witness work or legal testimony
  • Medicaid billing documentation
  • On-site visits as default (available as travel-billed)

About your consultant

A school behavior systems consultant who built her work inside real classrooms.

Meghan Edwards began her career in schools as a special education teacher — managing classrooms, writing IEPs, and learning firsthand what behavior support actually requires when you're the one in the room every day.

As a BCBA, she brings that classroom-first perspective into every district engagement. Her work focuses on the gap between behavior plans and behavior implementation — the layer most clinical training never reaches.

"The plan that survives Monday is the only plan that matters. Everything I build is designed for that test."

Meghan founded School-Based BCBA to bring real-world classroom expertise to behavior support across districts and therapeutic programs — partnering with leadership teams who want sustainable systems their staff will actually use.

Common questions

What administrators usually ask.

If we don't cover it here, we'll talk it through on the discovery call.

Can we use Title I, IDEA, or PD funds to pay for this?
In most cases, yes. Behavior systems consulting that supports MTSS, BCBA mentorship, paraprofessional training, or special education programming is typically eligible under Title funds, IDEA Part B, or general PD budgets. Invoicing can be structured to fit whichever funding source your district uses.
What if our district needs more than the Embedded package includes?
Custom scopes are available for larger districts or whole-program partnerships. The Embedded tier is the published max, but project-based engagements (district-wide rollouts, multi-program builds, year-long transformation work) are scoped individually. Let's talk about what you actually need.
Is this in-person or virtual?
The work is remote-first — calls, document review, async advisory, and remote training delivery. On-site consultation days are available as an add-on (Pillar · Multiple), with travel billed separately. The remote-first model is intentional: it keeps the framework scalable, your costs predictable, and the rhythm sustainable.
Do you provide direct services to students?
No. This is consulting to your team — not service delivery. My role is supporting your existing BCBAs, behavior teams, and leadership in building systems your district can run. Direct student services remain the responsibility of your in-house team.
What's the minimum commitment?
Partnership packages run month-to-month with a recommended 6-month initial term — long enough to complete the pillar audit (month one) and see implementation results. Single PD days, summer training packages, and FBA/BIP support are available as standalone engagements without monthly commitments.
What happens after the engagement ends?
The goal of every partnership is to transfer ownership back to your district's team — not create dependency. Most engagements include intentional handoff structures so your behavior team can sustain the work without ongoing external support. Renewals happen when there's new work to do, not because the original work didn't stick.
How do we get started?
Book a free 30-minute discovery call below. We'll talk through your district's context, your team, and which pillars need work first. Within a week of the call, you'll receive a written proposal scoped to your priorities.
